ugc and ph.D exemption /UGC Guidelines for award of Ph.D.

university grant commission  has exempted ph.d  HOLDERS  form NET/SET/SLET THROUGH his notification in july 2009. that notofication was

   at the same time they have started a new chit-chat about which ph.D.  is in regulation 2009. so they have introduced some more notifications like 
   Standing Committee for identifying Universities following UGC Guidelines for award of Ph.D.
         all these notifications are creating miss understanding between the students and universities.
   i just want to know  A  PERSON who  HAS AWARDED PH.D DEGREE FROM A U.G.C. RECOGNISED UNIVERSITY ,HE IS  EXEMPTED FROM NET/SET OR NOT ?
