  9. Overall allowance caps as a percentage of basic pay are balanced against administrative norms. 
Pension and Retirement Benefits
  1. Minimum basic pension is projected to scale proportionally from the previous ₹9,000 floor.
  2. Estimated minimum basic pension ranges projected between ₹20,500 and ₹25,740 based on lower-end multipliers.
  3. Retiree groups have submitted proposals requesting up to 50% of the last drawn basic pay as standard family pension.
  4. Dearness Relief (DR) for pensioners resets to 0% upon the operational transition date.
  5. Age-linked additional pension increments (starting from age 80 onwards) remain under evaluation.
  6. Commutation of pension rules and restoration timelines are under review.
  7. Gratuity ceilings are anticipated to be enhanced alongside basic salary changes.
  8. One Rank, One Pension (OROP) principles and related defense parity issues are being analyzed.
  9. Health coverage schemes (CGHS) integration and expansion are requested by retired factions.
  10. Final implementation timelines point toward a formal rollout expected through late 2027 following comprehensive cabinet reviews.
